Telangana’s $3 trillion economy plan explained by Deputy CM Bhatti Vikramarka, highlighting innovation, productivity, and the state’s 2047 growth roadmap.

Telangana has set a bold target to become a $3 trillion economy by 2047. Deputy Chief Minister Bhatti Vikramarka Mallu shared this vision during a panel discussion on “Capital & Productivity for a Three-Trillion-Dollar Economy” at the Global Summit.

He said Telangana must grow 16 times its current size in the next 22 years. The state’s new Telangana Rising 2047 Vision Document presents a roadmap for this growth.

Capital + Innovation = Productivity

Bhatti Vikramarka explained that building more roads or buildings alone will not create exponential growth.
“We must change the economic formula. Capital plus innovation will drive productivity,” he said.

He added that higher productivity is the key to better wages and an improved standard of living for citizens.

Shift from Ease of Doing Business to Ease of Innovating

The Deputy CM said that governments traditionally focus on files, licenses, and approvals.
“But today, Ease of Doing Business is only the baseline,” he noted.
To compete globally, Telangana must focus on Ease of Innovating and on creating an ecosystem that supports startups, tech development, and deep-tech research.

CURE, PURE, and RARE Strategy

He explained the state’s spatial plan:

  • CURE: Core Urban Region
  • PURE: Peri-Urban Region
  • RARE: Rural and Agri Region

This structure aims to balance growth across all zones.

Innovation Needs Risk Capital

Bhatti Vikramarka said innovation requires time, experimentation, and the freedom to fail.
“Banks prefer safety. Innovation needs risk,” he said.
He urged industry and policymakers to explore new ways to unlock capital for deep-tech and rural sectors.

Three Questions for the Panel

He invited ideas on three challenges:

  1. How do we balance productivity gains without losing jobs?
  2. Should the government share risks in innovation?
  3. How do we take Deep Tech beyond Cyberabad and into rural sectors like weaving and farming?

The panel included experts such as Prasanna Tantri, Parashuram, Transco CMD Krishna Bhaskar, and others.

The session highlighted Telangana’s plan to drive growth through innovation, investment, and a strong future-focused economic vision.
