Bharat Petroleum Corporation Limited (BPCL) signed three strategic Memoranda of Understanding (MoUs) with Oil India Limited (OIL), Numaligarh Refinery Limited (NRL), and Fertilisers and Chemicals Travancore Limited (FACT) at the 28th Energy Technology Meet 2025 in Hyderabad.
The MoUs were exchanged in the presence of Shri Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas (MoPNG).
₹1 Lakh Crore Refinery and Petrochemical Complex in Andhra Pradesh
₹1 Lakh Crore Greenfield Refinery in Andhra Pradesh
BPCL and OIL will jointly develop South India’s first Integrated Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port, Andhra Pradesh.
The project involves an investment of ₹1 lakh crore (US$11 billion) and a capacity of 9–12 MMTPA.
“This partnership will help build world-class refining and petrochemical infrastructure,” said Mr. Sanjay Khanna, Director (Refineries) and C&MD (Addl. Charge), BPCL.
Dr. Ranjit Rath, CMD, OIL and Chairman, NRL, added,
“Together, we aim to create long-term value and contribute to India’s energy security.”
The Ramayapatnam complex will include a 1.5 MMTPA ethylene cracker unit, the first of its kind in southern India, and is targeted for commercial operations by FY 2030.
₹3,500 Crore Cross-Country Pipeline Project
In another major development, BPCL, OIL, and NRL signed a tripartite MoU to build a 700-km product pipeline from Siliguri to Mughalsarai via Muzaffarpur, with an investment of ₹3,500 crore.
The pipeline will transport Motor Spirit (MS), High-Speed Diesel (HSD), and Aviation Turbine Fuel (ATF).
BPCL will hold a 50% stake, while OIL and NRL will share the remaining 50%.
The project will also upgrade BPCL’s depots at Mughalsarai and Muzaffarpur and develop new facilities at Singrauli, Korba, Khagaria, and Tatanagar.
This will enhance fuel distribution and logistics efficiency across India’s eastern and northern regions.
BPCL–FACT Partnership for Green Energy and Organic Fertilisers
BPCL has also signed an MoU with Fertilisers and Chemicals Travancore Ltd. (FACT) to promote organic fertilisers from BPCL’s upcoming Municipal Solid Waste (MSW)-based Compressed Biogas (CBG) Plant at Brahmapuram, near Kochi Refinery.
The plant will process 150 MT of waste per day, producing 5.6 MT of CBG, 28 MT of Fermented Organic Manure (FOM), and 100 KL of Liquid FOM.
This partnership will help FACT market high-quality fertilisers and support India’s waste-to-energy and green fuel mission.
The MoU was signed by Mr. Manoj Menon, Business Head (I&C), BPCL, and Mr. S. Sakthimani, Director (Finance), FACT, in the presence of Mr. Sanjay Khanna and Mr. Pankaj Jain.
