The 12th edition of the World Governments Summit (WGS 2025) commenced in Dubai, bringing together influential government leaders, corporate executives, and experts to discuss transformative trends in governance, trade, technology, and mobility. UAE Minister of Cabinet Affairs and Chairman of WGS, H.E. Mohammad Abdullah Al Gergawi, highlighted the shift from industrial economies to technology-driven markets, stating, “The future will be written with new rules.” Discussions centered on the growing economic influence of China and India, AI’s role in reshaping industries, and the need for regulatory frameworks to manage rapid technological advancements.
IMF Managing Director Kristalina Georgieva emphasized economic resilience while noting disparities in AI adoption and economic performance. “We are now in a multi-polar world, where deregulation, digitization, and diversification define progress,” she stated.

AI’s transformative impact was a recurring theme across panels, with IBM CEO Arvind Krishna asserting that technological advancements will drive down costs and enhance competition. Klaus Schwab, Founder of the World Economic Forum, urged governments to act as educators, shaping AI’s integration into society collaboratively.
UAE Minister of State for AI, H.E. Omar Sultan Al Olama, emphasized workforce readiness, stressing the importance of upskilling and inclusive AI governance. “We must develop a proactive approach to workforce evolution to ensure agility and resilience,” he said.
AI’s Global Impact and Regulatory Challenges
Executives from Oracle, SAP, and NVIDIA weighed in on AI’s potential in healthcare, economic alliances, and business optimization. Oracle’s Mike Sicilla projected breakthroughs in disease tracking and personalized medicine, while SAP CEO Christian Klein pointed to AI’s growing role in business processes. Caltech Professor Anima Anandkumar called for balanced AI regulations that support open-source innovation while ensuring accountability.
